The private schools will continue to improve at a faster rate because of their resources and money, while the public schools will see more turnover and drastic changes in team ability year to year based on the classes moving out.

I'd be interested in playing in a tournament. I like the idea of doing different "cups" for each level and still keeping the State tournament too, but the bottom half of the rankings should automatically go into a separate tournament.
